Young offenders, who are granted the privilege of probation, often require services and support to promote wellness and reduce the likelihood of recidivating; in addition, transitioning from placement to the community can often be a stressful time for juveniles and their families.  Ravenhill’s Community Adjustment and Reintegration Program (CARP) is a specialized intervention designed to offer assistance to Juvenile Probation Officers and the Court through a combination of time-limited case management and specialized forensic services. CARP provides intensive, consistent, and responsive services to juvenile offenders who are residing in the community and assists in the transition of those offenders returning to the community from residential or out-of-home placements. CARP can help youth maximize gains made while in placement in order develop positive supports in the community, to become gainfully employed, and to develop a positive peer group and support network. Juveniles and their families are helped to formulate a discharge plan that includes finding available community resources to address ongoing issues of concern.  This may include referral to mental health clinics, employment assistance,  educational resources, and pro-social activities.                                                                      

CARP incorporates the principals of evidenced based probation in order to appropriately identify individual service needs and relies on the findings of the Youth Level of Service Index (YLS) to identify the risk/need of each referred client. Upon receiving a referral, the YLS is reviewed and referenced to assist in service and goal development.

Rather than merely teaching, or simply informing, CARP  focuses on collaboration between client and treatment team in order to facilitate meaningful behavioral changes. With an emphasis on personal accountability and responsibility, we provide youth with personal connectedness, supervision and guidance, skills training, job/career enrichment opportunities, a knowledge of values, and goals/ hope for the future. In addition our graduates experience:

·         Reduction in externalizing behaviors such as aggression, hyperactivity, and conduct problems

·         Reduction in internalizing behaviors such as anxiety and depression

·         Increase in adaptive functioning such as increased ability for adapting to changing situations,    

          leadership behaviors, and positive communication skills.

·         A decrease in estimated risk for reoffending and an increase in protective factors

Services Provided

  • In the case of a juvenile being released from placement, one month prior to discharge a collateral meeting is conducted with the client, CARP Case Manager, parent/guardian, Juvenile Probation Officer, and placement staff to review safety issues, risk level, wellness, and relapse prevention plans. Upon review of the referral information, a transition and safety plan are developed with the assistance of the juvenile, parent/ guardian (when applicable), Case Manager, and Juvenile Probation Officer.
  • In the case of a juvenile who is referred to CARP who is not in placement at the time of referral, the assigned Case Manager will contact the juvenile within 48 business hours. After a review of the referral information and YLS, a transition and safety plan will developed with the assistance of the juvenile, parent/ guardian (when applicable), forensic specialist, and Juvenile Probation Officer.
  • Ongoing assessment and consideration of criminogenic risk occurs throughout the duration of the program. Initial YLS scores are obtained from the Juvenile Probation Officer upon commencement of CARP.
  • A minimum of two face-to-face meetings with the juvenile per week by the Case Manager, one of which will include the participation of a parent(s)/guardian(s). Meetings will occur in the home, school, or community setting.
  • One individual meeting with the Forensic Specialist a week to address personal and behavioral goals. These meetings will occur at one of Ravenhill’s offices.
  • 24 hour on call service. Juvenile clients and their families will have access to their assigned Case Manager on a 24 hour basis.
  • Therapeutic polygraph examinations as needed.
  • Support and assistance with attaining needed community supports and prosocial activities as it relates to academic, employment, and/or recreational activities. Assistance in locating appropriate mental and physical health resources.
  • Detailed monthly reports submitted to the assigned Juvenile Probation Officer noting program compliance, goal attainment, and over all progress.
  • Ongoing collaboration with Juvenile Probation Officer and involved stakeholders.
  • Contact with school personnel to review academic progress and behavioral conduct.
  • Transportation to appointments (as needed).

Case Managers Case Managers are required to have a Bachelor’s Degree in Criminal Justice, Sociology, Social Work, Psychology or other related disciplines. Case Managers are required to have at least one year of experience working in the social services field. Case Managers who work with sexual offenders are required to have direct experience with the population. Case Managers receive training in CBT-related interventions, FGDM-like techniques, Motivational Interviewing, Stages of Change, and the use of risk assessments (most specifically, YLS).

Forensic Specialists Forensic Specialists have a minimum of a Master’s Degree in Psychology, Social Work, Education, Human Services, or other disciplines related to the delivery of social services. Forensic Specialists have experience with the mandated population; more specifically juvenile offenders.
